It mandates utilities to conduct detailed capacity assessments of their distribution networks annually by February and complete major preventive maintenance work before the summer season begins in March. Recommended maintenance activities include transformer oil testing, trimming trees near power lines, and employing thermal imaging inspections to identify potential equipment failures. The advisory sets specific operational benchmarks, emphasizing the need to closely monitor distribution feeders and transformers operating above 80% of their capacity and promptly upgrade those exceeding 90% loading to prevent failures during peak demand. The CEA also encourages Discoms to embrace advanced technologies for enhanced network management, such as smart meters, Geographic Information System (GIS) dashboards, and Outage Management Systems (OMS), which facilitate more accurate demand forecasting and real-time network performance monitoring. Furthermore, the authority recommends the introduction of voluntary demand response programs and Time-of-Day tariffs to incentivize commercial and industrial consumers to shift their electricity usage away from peak evening hours.
